Idk about race, but Alaska is a secular state, so socially it could be.  Montana would be the only other contender.  Also, what's meant by racially progressive?

No. Native American voters in Oklahoma are extremely Democratic.

No. Native American voters in Oklahoma are extremely Democratic.
False, look at the map precinct by precinct.
Who knows what the Native American turnout is? This might be a similar scenario to California's Central Valley, where I found heavily Latino precincts that voted for Trump with very few votes. There are many barriers to turnout in such rural areas, which is why the poorly drawn Central Valley districts always failed.
no majority native precinct voted Clinton.  not a single one.

What's the turnout?
idk, but considering OK natives are often mixed and assimilated, it makes sense they'd lean red.  You need to present evidence they lean dem.  In other states, native reservations, which have low turnout, lean dem.  I don't think you're right here.
