The thing is that for the at-large seats, 3/5 from the south voted nay, which is all the more interesting.

I can't find the thread now but Sestak or someone in 2019 was talking about the at-large part of Congress becoming the sink for players who are ideologically out of step with their region and so can't get elected regionwide.

When I first saw this amendment, I expected to be voting against it. It was only the thorough reading of it (imagine that actually reading the bills) that shifted my vote.

Had this bill not be as cleverly crafted as it was and thus in someway undermined critical constitutional restraints, the results would have been much different.

I don't see a provision excluding fiscal issues from going to a referendum?

My intention was to leave the door open for the ways that citizens can influence policy. However, the guardrail of a two-thirds vote in the Senate is there to ensure enough consensus for what is deemed reasonable to move forward with. There's also the matter of whether the majority of the nation will agree to whatever propositions are approved by the Senate. In that sense, fiscal issues would receive scrutiny from far more people than just, say, eighteen Senators and one President.
