I’ve heard that after 9/11, it became illegal to bring lighters on airplanes. How would they have dealt with that in a world without smoking bans?

I imagine they could have instead required airlines to provide lighters for cigarettes at their own expense rather than allow passengers to bring them on board. I imagine quite a few airlines would have jumped at the opportunity to charge customers extra money.
