A vote that laps two congresses, this is precisely why succession of seats matters.

                              25        26

Seat 1 (HCP)               >  Nay (FalterinArc)
Seat 2 (Gracile)    Aye >  Aye (Jessica)
Seat 3 (Muaddib) Aye >         (Spark498)
Seat 4 (Winfield)         >         (Beeman)
Seat 5 (Razze)            >         (Razze)
Seat 6 (Cao)        Aye  > Aye  (Cao)
Seat 7 (Ted)         Nay > Aye  (Gracile)
Seat 8 (Sev)         Nay > Nay (Sev)
Seat 9 (Elcaspar)         > Nay (Laki)

If spark votes it replaces Muaddibs ayes, leaving it at 4. Leaving Beeman and Razze.

Also why is there no link to the original bill in this thread. Seems vital information to me.

If you mean the Senate version, it is hyper linked in the OP's text.

Bills are suppose to carry all such votes along with them through the Presidential signature both to refer back to previous debate along the way and also to help adding all such links to the wiki after signature.
