Paul von Hindenburg leaned in to listen to Herr Mahraun who sat next to him across form the Reich Chancellor, the chair creaking as he did. He quietly nodded, and leaned back as the chair creaked again. Oskar leaned in to his father and whispered into his air, Hindenburg nodded and silently motioned for a pen and paper. Hindenburg began writing, his shaky hand leaving scratchy and somewhat disordered writing. He then signed it and gave it to his new foreign minister, authorizing him to act directly on the behalf of the Reich President.

Oskar then spoke, standing to the entire room.

"My father the Reich President has called you today to build plans for the formation of a strong, conservative government, and plans for the future. He is particularly concerned by the growing numbers of the Communist Party, and the training of Communists with rifles. The Reich President is keenly aware of the threat of a Bolshevik revolution, and seeks to do everything to protect the fatherland and the social system from this menace. It is for that purpose he has called you here."  Hindenburg quietly nodded as the floor opened to new voices.

The Statement of Minister for Justice Prof. Schmitt at the private reception-

"Herr President, it is imperative that we take all actions possible to restore political order in our nation. I thus once again urge you to use your powers to govern by decree, and to exercise your Constitutional authority to save the nation. I recognize, of course, your hesitation to act in this manner, but I feel beyond a doubt that it is a needed remedy.

At the very least, I would suggest that we act swiftly to ban all subversive organizations that seek to destroy our nation. I propose that either the government or yourself, Herr President, use our powers to require all political organizations take a loyalty oath to the German nation, foreswearing all undue international influence and promising to defend our German nation from enemies within and without. I suggest as well that we require all political organizations swear an oath of loyalty to you personally, Herr President, swearing to defend and abide by your just decrees in defense of the nation. These are not unjust impositions, but basic requirements of  sound government, and must be introduced to return a modicum of order to our nation. Legally, such an order may be passed down from the President, under the powers granted him by the Constitution, as these orders are designed explicitly to ensure the safety of the German people by rooting out disloyal and dangerous political actors and organizations.

These coming weeks will prove vital to the future of the German nation and people, and we must now seize the opportunity to act with the full power of the government to bring stability and order back to Germany."

1848: Will it happen again?

More chaos, More questions
The Papen cabinet was just sitting down to the tasks of government as the nation was torn asunder again. May Day was a mess. Red Front fighters tossing rocks as armored cars manned by Der Stalhelm, and then drawing revolvers to defend themselves. Brownshirts led a torchlight parade led by Ernst Röhm on horseback through the streets, while Ernst Thälmann spoke to a cheering crowd of thousands. It's not just Berlin, in every major city of the Republic political violence has reached a fever pitch. Fortunately in the days following May Day the violence has calmed down, with thanks to the timely arrival of the Jungdo. Which is a group with increasing political sway, with their Grand Master now Foreign Minister.

However while the violence may have calmed, the political scene has only become more exciting. Rumors swirl as to the intentions of the new government, as the von Papen cabinet wrestles with how to reform the police to end the violence, relieve the persistent crisis of unemployment, and secure a bright future for the German völk und vaterland. However the first priority of the von Papen cabinet has to be how they plan to deal with Hitler's no confidence vote, a vote that comes ever closer. Will they simply call for new elections? Or will they fight it? Or, as Carl Schmitt our new Minister for Justice proposes, will they do away with the Reichstag and request President Hindenburg to take extraordinary powers to restore order.

Many dedicated Republicans have never been more worried. Rallied by the stirring speeches by Otto Wels in defense of the constitutional Republic, thousands of Germans poured into the streets today, most notable in Berlin and Dresden flying the black, red, and gold banner of the Republic. They sang the national anthem, carried copies of Phillip Veit's Germania, portraits of Friedrich Ebert, Friedrich Hecker, and Philipp Scheidemann aloft, and flew the Reichsbanner Schwarz-Rot-Gold standard as well. Not to mention the banners they carried illustrated with the slogan of Wir stelehn als eins! Für die Repiblik! Despite the rising threat of extremism, there remains still a dedicated group of Republicans. However this was not simply a Republican march. They had a demand, a demand to their leader. It was illustrated on their banners and shouted in their chants. Gegen Papen! Gegen Reaktion!

The next political decisions will prove crucial.

Adolf Hitler

As much as sickens me to agree with a Communist, Herr Thalmann is right. If any loyalty oath is to be sworn to anyone in Germany, it should be to me. Since that is not happening, I cannot endorse Chancellor Von Papen's proposal. Once again, I call for a no-confidence vote in his administration.

"What is patriotism?

It is pride in one's nation. And we can draw pride from our nation! The forces against democracy seek to destroy our republic and remake it in their image. They seek to trample on the right of the people to elect their leaders, their representatives.

I speak of course, of this oath of loyalty that has been proposed, and this insidious proposal that the Reichstag be suspended in favour of rule by decree. This is the most dangerous idea that has been proposed yet.

This oath of loyalty cannot be sworn to one man. It cannot be sworn to one party. When we supported the re-election of the President, it was done with the understanding that he trusted the German people to make their own decisions. No man is bigger than the republic!

This plan to suspend the Reichstag and rule by decree is not something that will not be allowed to pass. We have resolved to protect anyone caught in the crossfire between the forces of extremism, and to defend the democratic rights of the people. We will do what we must in order to ensure the survival of democracy in this country.

On the Intentions of This Government

Members of the Reichstag and my countrymen. I have the pleasure of addressing you as the representative of Marshal Hindenburg, our President and the steady hand guiding the German people. His mandate refreshed, Marshal Hindenburg has expressed his concern for the plight of the German people and his desire to see stability and prosperity return to our Fatherland. In pursuit of those goals, I will lay out the immediate intentions of this government.

It has always been a priority of the President and his governments that prudent and sound finance be maintained. We do not want a return to the dark days of the last decade, when the failure of the Mark cause misery for all. However, prudence must at times be balanced with the acknowledged national interest. In that national interest, this government will be bringing forward and supporting a legislative proposal of the SDP to create a make-work infrastructure initiative that has been dubbed "the Autobahn."

The primary purpose of any government is to assure the safety and well-being of its subjects. To that end, this government is formulating legislation to ensure that local constabularies are capable of handling outbreaks of violence and are better able to coordinate a response to the ongoing epidemic of armed violence. We will also ensure that national assistance can be provided to those areas that are particularly hard-pressed by Bolshevik and other armed mobs. Make no mistake that this government will do whatever is necessary to end violence on the streets.

Recently, I have heard much speculation that this government intends to do away with the constitution and rule without the Reichstag. As you all can see, that is clearly not the case. No government intending to rule without the Reichstag would put itself through the trials of a Motion of No Confidence. While this government will do all it can to restore German Honor and to ensure stability, it will do so by constitutional means. The question of an oath has also been publicly discussed. This should not be blown out of proportion. We all have an interest in ensuring that Germans are governed by Germans, not by the French or the Russians. We will consider any appropriate measure to ensure that foreign interference in the governance of Germans is minimized, and action will be tailored to that purpose.

Finally, this government is considering other necessary legislation meant to instill pride and educate on the great heroes and scholars of our Fatherland. We are making every practical effort to see that the indignities of the past decades are reversed and that our pride is restored. And we are working to ensure that that Germany will resume its rightful place on the world stage. Thank you.

The Reichstag has voted, and after a tense voting procedure, the result is in. The Reichstag has confidence in the von Papen government. It was not easy. First, Chancellor von Papen spoke to the hall. While most of the parties of the chamber applauded his statements, the Communists and Nazis heckled and booed him. Social Democrats too booed, declaring him a "weapon of reactionary terror." Outside the Reichstag chambers, a crowd mostly consisting of republican marchers carried banners denouncing von Papen as an enemy of the Republic. Brownshirts marched in step with banners shouting anti-Papen chants. As Reichstag members filed into the hall, there was more booing and heckling. A baseless rumor even spread that President Hindenburg had dissolved the body and declared a state of martial law.

When the voting started everything went as expected, the conservative parties voted in confidence, the Communists and the National Socialists against. It would really all come down to the Social Democrats. SPD leader Otto Wels declared that he would let each Reichstag member for the SPD vote their conscience. When the SPD voted it proved decisive. The vast majority of the party voted against the government, but a crucial minority voted for it. Panicking at the prospect of new elections that would benefit the far left and far right, they voted for stability and calm.

Unfortunately so far it seems it has guaranteed anything but. When the result was announced to the crowds in Berlin, there was jeering, the beginnings of a riot had to be contained by local police and Jungdo. When the result was announced over the radio there were marches in the streets. Red flags were flown in Dresden and Kiel by communists believing the Republic now enters its death throes. And while new elections may not come, it appears this may not even bring stability to the von Papen government, who now relies on a small sliver of Social Democrats who share almost nothing with it ideologically. Again, the Reichstag votes, but it provides more questions than answers. The von Papen government now has a chance to govern, but who knows whether another no confidence vote is coming?

So, the no confidence vote failed. However, this is not the end, not by any means. It is far from the end. In fact, it is only the beginning. Soon, a new era will dawn for the Reich. All this failed vote means, is that it will take longer for that new era to begin.

The government has survived-for now. But while the government prepares policy, politics moves anyways. There is new intrigue, new problems, and new dilemmas for the men who may very well decide the future of Germany.

Comrade Thälmann, while you have tried to play politics behind the scenes in Berlin, revolutionary preparation goes on. Some enthusiastic communists in Kiel have taken this a step further. In the city that birthed the 1918 Revolution, local Communists are planning to launch a revolt, and soon, due to the threat of a new government that they believe will ban the party imminently. They plan to move with our without their leader, what can you do to temper them, or is the time for revolt now before reactionary terror begins?

Comrade Leow, many believe that the von Papen government will begin to enforce the ban on the RFB, no matter if the solely focus on civilian efforts or fighting the SA. As the leader of the Red Front Fighters, how will you respond?

Comrade Frank, the question persists as to your next steps. Will you try and bridge the gap between SPD and KPD for a united anti fascist front, or embrace one side entirely?

Herr Wels, you have done much in recent days. Republicans march in the streets under the flag, and your slogans are painted on posters throughout the land. Your personal popularity has soared with the masses. However the Reichstag caucus is boiling over. the vast majority of the caucus who voted to oust von Papen are furious at the minority who kept him in office. Strife is everywhere, what can you do to keep things stable?

Herr Schumacher, your opposition to von Papen is noted. Will you try and ride the SPD's anger to oust Her Wells, or will you seek to unite the party behind its leader to the defense of the Republic?

Herr Mahraun, as foreign minister and with the direct support of the Reich President your duties and responsibilities are great. What will your actions be, and how will you seek to continue to grow the newly powerful Jungdo?

Herr von Papen, everyone waits on the new government policy. But a no confidence vote could still strike at any time, and if you solely govern through presidential degree there could be even more chaos. The political labyrinth is vast and messy, but can you steer the ship of state?

Herr Schmitt, in an unexpected twist you have found yourself as Reich Minister for Justice. It is a meteoric rise that has made many fans of you. Many consider you amongst the most right wing Ministers. Associates of yours in the NSDAP have urged you to push for NSDAP inclusion in governing affairs, Herr Göring himself has visited you as an ambassador for the NSDAP. But your next choices are up to you, and you only.

Herr Hugenberg, supporters of Crown Prince Wilhelm have written you asking you to consider reconsidering your commitment to legitimist monarchism. If Wilhelm II would return certainly the French would mobilize against Germany. They ask that perhaps restoring the Crown Prince would be an alternative? In any case it is not entirely up to you, but you will be a part of the key discussions.

Mein Führer Hitler, the main right wing factions meet and plot without you. Despite the fact that you have a vast support amongst the German völk, despite your party's 100 strong standing in the Reichstag, and despite your growing popularity they exclude you. Do you push to enter these talks, or do everything to get a new no confidence vote to push for new elections? It's up to you.

I am instead the representative of the average German. My story is that of every German man my age - gone to war for four years, interrupting my education and my work. And to lose at the end of it!

“It is therefore my intention to work for the average German man and woman. I pledge to each and every German listening! I will not restore the old German greatness - I shall build a new grandeur, a new prestige, greater than ever before. A new society we have begun to build, and soon we will be the envy of the world. But it is my full and firm intention to stay in this office for the next three years at least.

“I intend to end the war reparations, to reverse the Horror of Versailles that so destroyed Germany and that haunts us to this day! Adolf Hitler temporarily sent the SA into mothballs.

He called for a no-confidence vote in Reichswehr Minster Groener, with the intention of convincing the Government to put NDSAP member Hermann Goering, a former WWI flying ace, in the position.

An Announcement from the Government

AFTER due consideration and careful review of the situation within the State of Prussia, it is the opinion of the President and of his Ministry that the State of Prussia has failed to enforce the Law on Firearms and Ammunition, 1928 and Law on Extremist Groups, 1929 as required by law.

THEREFORE, under Article 48(1) of the Constitution of 1919, a limited deployment of the Reichswehr is authorized within the State of Prussia to compel performance of the law and to assist local authorities in said enforcement. This announcement serves as notice to the Reichstag as required by Article 48(3) of the Constitution of 1919.

Citing the Communist uprising in Kiel, Hitler sent 300 members of the SA to Kiel, with the intention of assisting the Reichswehr, and defeating the Communists.

Alfred Hugenberg gives speech after weeks of no public appearances

After weeks in which he had no public appearances, letting the media wonder what is happening to the Interior Minister and the DNVP Chairman, Alfred Hugenberg has given a speech at a rally in Dresden, which was printed by his newspapers. Here is what he had to say -

Hello, Dresden! I am here to ensure you that the Von Papen Government, the DNVP, Der Stalhelm and the Interior Ministry are all working for you and for the rise of the German nation. On May Day, the Bolshevik illegal militias were soundly defeated by the Police and Der Stalhelm, the army of the people. We have managed to survive a motion of no confidence put forward by the Bolsheviks and by that ruined their plans to take over our Fatherland. And we have started enforcing the ban that no one thought it was possible to enforce, which is why Bolshevik activities are lowering by the hour. While many talk, we act, and we have been the ones to fight with the Bolsheviks tooth-and-nail. We are also working to restore morality and patriotism in our public life as well as in our government, as it should be noted that the Von Papen Government is staunchly supportive of our Great Kaiser and of ending the dominance of foreign powers. We have also been working to restore our economical prosperity which was destroyed by the Jews and Bolsheviks, and one project to stand out is the Autobahn. Soon our communities will have modern infrastructure and we will create thousands of jobs due to the quick, decisive action of the Franz Von Papen Government! Under our leadership, the German eagle will rise in the sky again!

And may I say, at the Interior Ministry we have not been sleeping, far from it actually! We are ready to take on the Bolsheviks, end the reign of terror and bring safety back, just like I have promised to do. We have clear plans and we will succeed! We will also work towards police reform, because the system is a mess, all of those chiefs, many of whom are Bolsheviks and Socialists, ruling like despots. It has to end. We will do many great things together with you the German people.

With the situatin deteriorating, Wels hereby instructs the Reichsbanner to remain clear of gunfights between the communists and the right wing, focused instead of protecting civilians and providing for them.

"The SPD has long stood for the German worker. As opposed to the Communists, who seek to overthrow the government by armed rebellion, and the Nazis, who work with industrialists to subvert the rights of our workers, the SPD has achieved many rights for the people: The eight hour workday, public housing, disability, health and unemployment benefits, and universal right to vote.

We cannot deny that the economic crash has destroyed our temporary recovery in the 1920s.

However, the Autobahn Act, originated by our party, will form the crux of our permanent recovery. Our infrastructure will be repaired and modernised, and work relief will be provided for those seeking employment. The highways that connect our cities will also lead to an increase in internal commerce, as it becomes easier to transport goods within our nation.

Who do you stand with? The Communists, who at this moment, are seeking to launch a rebellion in Kiel? The Nazis, who feign support for the common man while dealing with industrialists behind their back? Or the Social Democrats, who have accomplished much for the worker?

Wir stelhen als eins! Fur die Republik!"

The Storm, then the Quiet

Across the Reich there are trucks full of soldiers on the roads, there are motorcycles with a machine gun armed sidecar soaring down streets, and artillery guns from the Great War being wheeled out of old storage warehouses, the Reichswehr ensign flies on German territory. At the direction of the Chancellor, with the backing of the President the Reichswehr has been deployed to restore order in Prussia, including in the Reich capital to restore order to a country battered by political violence. For a long time the Reichswehr had stood on the sidelines while paramilitaries battle and local police forces strain under the burdens of both political violence and rising street crime. No longer.

In Kiel, rumors of a Bolshevik uprising led to entire divisions being deployed to the city. Alas however, despite rumors that local party leaders were convinced that the time to rise was now, no revolt occurred. No mobs overtook the streets armed to the teeth or carrying red banners, no committees of worker's, soldier's and sailor's deputies were set up, no stirring speeches were made from barricades. There was a group of a hundred or so Communists demonstrating against Papen and Hindenburg, but they were dispersed without violence. Reichswehr soldiers set up checkpoints and established order, and roughed up and arrested several KPD local leaders on charges of violating the Firearms Act and technicalities and fine print of a variety of laws, ordinances, and acts. But there was no revolution to put down. It is believed that Thälmann made sure the entire enterprise was canceled....or perhaps postponed.

However across Prussia the Reichswehr has stepped in. It is believed that the Reich Chancellor is making a power move. Take away the influence of the RFB and SA and Papen can have more control over the country, take away the influence of Der Stalhelm and the Jungdo and he can have more control over his own cabinet. Several Communist officials have been arrested by the Army, and more roughed up in the streets. But on the whole, the perceived imminent revolt has not taken place, but the Reich Chancellor has done much to protect his authority. There has been violence though, especially between the SA and the Red Front. But on the whole there is more order on the streets the before, a welcome reprieve for many. But this army deployment can only do so much, and the issue of police reform remains on the table. Will the Chancellor pass his agenda, or will new elections become inevitable?

Alfred Hugenberg calls the intervention an enormous success

In a speech given today in front of the DNVP Conference, Hugenberg called the intervention a great success, saying that it stopped a new bloody Bolshevik revolt in its tracks while arresting thousands of their activists. He said that it is clear that the Von Papen Government, together with the Interior Ministry and Der Stalhelm, are ready and able to end the disorder.
