In a submitted ballot measure amongst other reforms (including using a nonpartisan commission for legislative redistricting):


The system used for it is a bit weird but I would vote for this if I were a legal ND resident.

I'm a huge fan of ranked choice voting, and I think changes in the election system are an appropriate use of citizen initiative and referendum.  I'm sure I would vote for this amendment if I lived in ND.

But I also think that ballot initiatives should be as simple and straightforward as possible.  It's fine if legislators want to negotiate a complex omnibus bill that covers many different subjects.  But you shouldn't ask citizens to vote on a bundle of only marginally related reforms in a single amendment.  Many of these changes should be split into separate ballot questions.
