I'm watching the 1992 election night from NBC and something is confusing me they'll cut to Edwin Newman after commercials "The Powers that be election update with Ed Newman" he talks about incumbent Senator Bill Powers being challenged by the write-in from the deceased Harry Truman is this some sort of satire because I'm extremely confused.

The period of my life when I was most knowledgeable about politics was the late 90's and early 00's.

Presumably, some of this should spill into the early 90's, but the name Bill Powers means nothing to me.  Other than the dead president, I think "Harry Truman" was also the name of a television character.  (Twin Peaks, maybe?)  But I still don't have a clue what your quote might mean.

I just got it.

The Powers That Be was a sitcom.  The main character was Senator William Franklin Powers.
