If Gore didn't need a recount and did like 1% better, could he have gotten razor thin majorities in Congress? He would have certainly had the senate.

We could have faced a slightly bizarre scenario in which Democrats missed out on Congress in 2000 but took both chambers in 2002 assuming 9/11 still happened and Gore got a similar approval bump. What precedent is there for the president's party not having control of either chamber upon them first assuming office and gaining both in a midterm?
