I'm not sure exactly. The country was doing fairly well in 2000 and Gore probably should have won, given that and the recounts in Florida. The scandal (drunk driving) that came out weeks before the election would have been thought as why Bush lost to Gore, similar to Comey and Clinton's emails a week before the November election in 2016.
That too. They could also just blame the media but ultimately I think the ultimate takeaway, especially if the Republicans are totally shut out in DC would be that Bush's "Compassionate Conservatives" don't deliver and that northern suburbs matter.
