If Gore didn't need a recount and did like 1% better, could he have gotten razor thin majorities in Congress? He would have certainly had the senate.

We could have faced a slightly bizarre scenario in which Democrats missed out on Congress in 2000 but took both chambers in 2002 assuming 9/11 still happened and Gore got a similar approval bump. What precedent is there for the president's party not having control of either chamber upon them first assuming office and gaining both in a midterm?

I think that would have been a first though the Democrats had 50 seats in our TL already and 213 House seats. All they needed to take congress was 5 more seats. If Gore didn't need a recount, he would have probably won New Hampshire and taken those 5 extra seats unless those seats were won comfortably like Ohio and Nevada (the next plausible states to flip) were.

I'm not sure exactly. The country was doing fairly well in 2000 and Gore probably should have won, given that and the recounts in Florida. The scandal (drunk driving) that came out weeks before the election would have been thought as why Bush lost to Gore, similar to Comey and Clinton's emails a week before the November election in 2016.

That too. They could also just blame the media but ultimately I think the ultimate takeaway, especially if the Republicans are totally shut out in DC would be that Bush's "Compassionate Conservatives" don't deliver and that northern suburbs matter.
