The Ottoman Empire has always defended the rights of all nations in the Suez Canal. But if any of these signatories sponsor rebels in our territories, they become a nation de facto at war with the Empire. If I sponsored rebels against any nation, I would not expect to be treated as a neutral nation. So let us again be clear: this mild mannered hand waving against my nation, in spite of the fact that several signatories have repeatedly (if privately) assured me that they understand and will abide by my proclamation, means nothing.

As more than one of you have withdrawn from trade negotiations with Egypt or promised never to conduct such and apologized to myself, the lack of intervention in Ottoman affairs is much appreciated.

The Eyalet of Egypt is always open to negotiations and diplomatic recognition by the other Mediterranean kingdoms and states. We urge that any noise made by the Sublime Port be disregarded as both a ruse to ensure that the paper tiger is still standing and a bluff made by a nation already unstable and slipping in influence.

The Sublime Port is still in a nostalgic mentality that they are always bound to conquer Vienna and be the major power in Europe and North Africa. It seems it would take a few disappointing realizations for the Turks to get in touch with reality.

The Empire has long held forts upon the western shore of the North American continent, and it is now the intention of His Imperial Majesty to establish settlements within Russian America. Whereupon is announced the formation of The Russian-American Company Under the High Patronage of His Imperial Majesty, to be headed by Baron Ferdinand von Wrangel. Under the direction of the Baron von Wrangel, the company shall construct settlements across Russian America where they see fit. The company will receive as many serfs as they deem necessary for settlement, as well as katoga convicts should they run out. To ensure that Russian boundaries in the region are respected, the settlers are to be accompanied by Russian troops.

Edict on Western Trade & Movement
In addition to their previously-permitted categories of trade work, French merchants in Dejima shall be permitted to trade without limit in the following categories:
1. Books, both French originals and Japanese translations, as well as other imported literature, save literature on Christianity and literature critical of the Shogunate. The shogunate will personally sponsor the translation and publication of seminal works of Western science, such as the works of Descartes, Bacon, Copernicus, Kepler, and others.
2. Medical equipment, including instruments and medicines, as well as medical equipment like spectacles.
3. Scientific equipment, such as globes, maps, clocks, survey equipment, seeds, telescopes, microscopes, electrical equipment and other equipment necessary for the study of astronomy, mathematics, chemistry, biology, geography, and the other sciences.

In addition to the traders permitted to reside in their designated zone in Nagasaki, any Westerner who can demonstrate his training and education as a physician and surgeon shall be permitted to enter Japan to practice his craft. Western scientists who wish to engage in scientific research alongside Japanese scientists shall be permitted on a case-by-case basis, with consideration for security and tranquility. Edict Concerning Joseon-held Islands

The edict of King Injo, restricting travel between Jeju Province and the mainland provinces is hereby revoked.

There is to be established Ulleung County, consisting of the islands of Ulleung-do and the islands of Dok-do, which are all in the Eastern Sea. Ulleung County will be administered as part of Gyeongsang Province.  The decline of piracy in the Eastern Sea means that the safety concerns which caused prior kings to discourage settlement of Ulleung-do are now obviated. To facilitate settlement, those sentenced to exile may choose to settle in Ulleung County instead of departing our realm entirely, but will not be permitted to leave the county.

1835 Midturn Update

Antonio José de Sucre Assassinated!
Royalist Generals Seize Government!

    Executive Commander Sucre seemed to have tamed the discordant factions in Colombian politics when he came to power in 1832, uniting moderate revolutionaries, monarchists, staunch republicans, and various prominent generals into a formidable movement. Yet, news has now emerged that on the evening of April 3rd, 1835 the leader of the Colombian Revolution was gunned down while riding between his army and Bogota. What followed next has caused numerous suspicions to arise as to who could have been responsible.
    The National Assembly in Bogota immediately placed the blame on the government of Spain, who denied any wrongdoing. Even so, Madrid openly celebrated the death of that "rebel fiend." Others saw the likely culprit as one the various egotistical generals or opportunistic political factions in the government. Given the numerous divergent interests of the Colombian rebels, there was undoubtedly plenty of incentive to assassinate Sucre.
    It only took a week after Sucre's death for the weak republican government to be toppled. A cabal of royalist officers has revealed themselves, seized control of the civilian assembly, organized an Executive Regency Council, and declared their intention to crown a foreign prince as the King of Colombia. They allege that without Sucre's charisma to guide them the movement risks scattering unless it gains a foreign ally. Naturally, the hasty response from the monarchists has raised the objections of many republicans, who have accused them of plotting to kill Sucre. Furthermore, several generals, undoubtedly who had their eyes on the now vacant position, expressed shock at the pace of events. Younger princes in Quebec, Britain, and Louisiana are seen as primary candidates for the throne, though the Executive Regency Council has announced that it will entertain almost any dynasty, so long as their family commits to securing Colombian Independence.
    The most silent group in all of this political tension has been the common people, who have greatly mourned Sucre. At his funeral in the capitol, streets were filled with mourners out for revenge. Their rage was only calmed by a compassionate sermon by the Bishop of Bogota, urging the people to defend Sucre's memory by defeating the "Imperialists." Enlistments have rapidly increased as the determination to achieve Colombian Independence seems as strong as ever. Sucre will undoubtedly be seen as a national hero, but the fate of the movement he fought to hard to build remains to be seen. It is notable that public opinion is indifferent, at best, to the prospect of a monarchy, the formation of the Kingdom more the result of elite scheming than genuine popular will. With the Spaniards continuing to operate, it seems the war could still go either way...


Corporate Trade Through the Suez Declines By 40% Over Political Concerns

     Even though the Suez Canal has thus far remained fully operational over the course of the Egyptian Rebellion, growing tension in the region and the expressed concerns of several foreign governments seems to have warded off many trading vessels. For the first half of the year, local officials are estimating a 40% decline in economic traffic through the waterway. Operating outside of the government, numerous private firms have decided to wait the ultimate outcome of the Egyptian Rebellion before commencing trade through the valuable canal. There companies have expressed concern over Ottoman threats to close the canal, growing tensions between European Capitals and Istanbul, as well as the possibility of Egyptian attacks on their vessels. There is also the concern of damage to vessels or outright expropriation of goods by either side in the conflict. Instead trade has either been postponed or rerouted through the Cape Colony and around Africa.
     The economic effects have been felt immediately, especially in realms with foreign colonies in Asia that relied on the shortcut provided by the Suez. Some of the firms that have ceased operations in the area for the time being include companies from France, the Netherlands, Great Britain, and the Habsburg Monarchy. Due to the lowered supply and the increased costs of transporting materials the long way round, prices have begun to rise rapidly in Europe. Some in France and Britain have expressed concern about potential long-term economic effects of higher prices, including the shuttering of manufacturies unable to cope with high material costs, higher consumer goods costs, potential shortages, and the risk of unemployment in some of the recently urbanized areas.
     How the governments of Europe will react to the actions of their firms remains to be seen. For now, the public across the continent has been fairly understanding, though there's an open question of how long that will last. Interestingly, some of the powers least affected by the decline in traffic have been the two combatants themselves. Although the taxes imposed on transit have been lucrative, it is not the primary source of revenue for the Ottoman treasury. The decline of the Suez for the time being has been beneficial to both Brazil and Prussia, however, who are seeing increased demand for their own materials and greater rates of transit around Africa.
     Some economists in Europe are arguing that if the governments were to offer the businesses subsidies to continue to operate through the canal, perhaps the trade would recover somewhat. This could prove expensive for powers with a lot of trade in the region, however. Others believe that the situation is one of short-term panic, and will resolve itself when the situation becomes a bit clearer. Even so, the importance of the Suez has been emphasized over the past few months as everyone braces for potential continued economic reverberations.

This is an out-of-character comment. I'm surprised that concerns over Suez would cause an impact on tobacco prices in Europe. Historically, Europe in this era sourced its tobacco from the Americas and the Balkans. Possibly the report was made by a Dutch journalist as it was in the 19th century that growing tobacco as a cash crop in the East Indies began. Or maybe tobacco traders are factoring in the possibility of being cut off from Turkish tobacco.

Staying out of character, I think you could put a lot of that on the ongoing wars in the Americas. Cotton and sugar would have also been majority imports from the New World (though Austria and the Balkans also produced large amounts of cotton) but the ongoing conflicts there (several of which have now lasted many years) could serve as reasonable justification to diversify towards East Africa and Asia. Plus, as a mercantilist tactic the French might have pushed tobacco production in India.

A Proclamation from the Court of King Louis-Philippe II Bourbon

On the Issue of Spanish Intervention: For too long, the people of the New World have been unfairly and unjustly ruled as the subjects of foreign kings far across the ocean. That time has come to an end. As has been seen across North America, from snowy Quebec in the North to tropical New Orleans in the South, the era of foreign rule is at an end. The people of Mexico have expressed a desire that every man can agree with - the desire for self rule and autonomy. To the King in Spain, I urge you to heed that call and allow the Mexican people to govern themselves as they see fit. Retreat to the lands South of Volcan Tajumulco immediately. Failure to do so will result in suffering, destruction, and death that could easily have been avoided.

On the Issue of Sedition: A government must always be held accountable by the governed. No person or newspaper is able to commit an act of sedition by commenting on, critiquing, or opposing the Government. That is a fundamental right of all citizens. The royal family, however, are not to be subject to personal critiques or insults. To do so would constitute an act of sedition, as the royal family is the manifestation of the nation. All acts of sedition will be punishable by life imprisonment or an extended period of labor service, as set by a judge, following a trial by a jury and a unanimous verdict of said jury.

On the Issue of Commerce: The Port of New Orleans is the gateway to much of the world's economic activity. As such, it must be fit and proper in facility, form, and function. Effective immediately, the Government will begin the process of expanding and refining the existing port infrastructure in New Orleans to ensure it meets the standards of the day. A secondary project will also begin to ensure the navigability of the Mississippi River. This will include the construction of numerous locks and dams along the course of the river to ensure the barges and ships of commerce are able to traverse it with ease. Although the costs may be great, the economic benefits will pay for both projects hundreds of times over.

-Chairman John Quincy Adams, the Confederation of New England is still a young nation. It has not even been a half century since brave men, of which your late father was one, stood up against British tyranny and declared independence with the aid of Quebec. The politics of New England was initially dominated by your northern neighbor, but in the last decade or so true independence has emerged. With that independence has come freedom of action and diplomacy, but also concern over the safety of your nation. It is clear that some sort of foreign ally will be necessary, however unpopular a prospect that is with your proud fellow citizens. Some believe that you ought to reaffirm your ties with Quebec, seeing Britain as too much of a threat. These people would have you seek to liberate your former brethren that still sit under the British yoke. Others would have you change course and seek friendship with Britain against Quebec. Of course, there is also the possibility of finding a distant benefactor to ward off potential threats, such as France, Scandinavia, or far-off Brazil. How will New England face the world?

New England shall continue her beneficial relationship with Quebec, while also trying to remain friendly with foreign powers such as Scandinavia, France, and Brazil.

-New England is young, and domestic politics is still yet to calcify into any secure order. Many in your cabinet argue that the Articles of Union signed during the Second French and Indian War, which bound Massachusetts, New Hampshire, Rhode Island, and Vermont together were too weak, leaving too much power in the hands of local assemblies and towns. They would have you call a constitutional convention and remake the government in a more sensible fashion. The opposition counters and threatens protest and revolt if their liberty is challenged. Will you organize a constitutional convention? It is clear your party would have the votes to do so should you desire…

Chairman Adams will call a constitutional convention in Boston which will seek to strike a balance between strengthening the government and ensuring all New Englander's liberty remains protected. Chairman Adams shall tour his country, making speeches in support of the convention to assuage the fears of New Englanders that the Government is not trying the replicate the tyranny seen under the British, rather ensure that it will be in a position to ensure prosperity for their nation, and to defend it should the British come knocking again.

-As in Quebec, high rates of immigration from the Old World is leading to some tensions between the established population and newcomers. Unlike Quebec, most of the immigrants to New England come from Scotland or Ireland. Some see the resources of the Confederation as strained, trying to integrate too many newcomers too fast. It’s true that property prices have gone up and local cities have exploded in size, the new dwellings constructed being less than acceptable. Still, with the first factories opening in Boston, others believe that immigration will fuel the future of the region. What will your policy be on immigration?

Chairman Adams has been very impressed with the abilities of the Factories springing up across New England, not only in giving employment to New Englanders in search of work and a decent wage but also as an opportunity to turn New England into an economic power capable of punching well beyond their weight. As such, understanding immigrants will be vital in assisting in this industrial growth, Chairman Adams is encouraging immigration to the Confederation. In addition, Adams will work with legislators to ensure all New Englanders won't have to fear when it comes to finding adequate housing by subsidizing building programs across the nation. Adams will make speeches welcoming immigrants from across Europe, pointing out that New Englanders are united by their belief in liberty rather than a country or region of origin.

I . The entrance of any new German state into either the Holy Roman Empire or the German League must be approved unanimously by the signatories.
II . Both the Kingdom of Prussia and Habsburg Monarchy agree to cease individual negotiations with member states of the Holy Roman Empire and the German League respectively, and to only negotiate through their suprastate bodies.
III . The signatories agree to a mutual defensive alliance in order to protect the status quo in Germany. Any attack on one signatory will oblige the other signatories to commence hostilities with the offending state.
IV . The Electorate of Saxony’s borders will be restored to their pre-1780 status, with the lands lost being transferred to the Kingdom of Prussia.
V . The Duchy of Wurttemberg will resume its place within the Holy Roman Empire.
