Easily Hamilton. Hamilton is a bit overrated in the cultural zeitgeist at the moment thanks to Lin-Manuel Miranda, but he also accomplished a lot for the country, most importantly putting the United States on firm financial footing. Burr was (even compared to the average politician) intensely self-interested, widely distrusted by leaders from both parties, and never did much of consequence other than serving as vice president and killing Hamilton.

never understood the murderer complaint against Burr. Hamilton agreed to the stupid duel in the first place - what do you think happens in duels? Quite frankly, Burr did everyone a favour by dispatching Hamilton before he could do lasting damage.
