None of them. Until term limits are enacted. Tester is a popular pick but he's already campaigning for 2024.

Harris isn't even going to finish this term because she'll be Vice President.

I don't think Rubio's going to run for reelection (he's not going to risk losing ahead of a 2024 Presidential run)

Klobuchar's going to get primaried out in her next bid.

I'm pretty sure Richard Burr, Ron Johnson and Tim Scott have all said that they aren't running for reelection.

Didn't Burr, Toomey and Johnson all vow on their mother's grave they would retire at the end of their term if reelected in 2016?
Not to mention Rubio the "private citizen".

Otherwise just Grassley, the man's an ambulating corpse.

Shelby, Grassley, Johnson, Toomey and Burr are definitely if things go according to plan are definitely retirement prone, since their are subject to tough races in 2022. Shelby and Grassley might retire since Rs are in the minority, but the others are definitely gone due to Toomey run for Gov against Shapiro.  Johnson and Burr already announced retirements

Why and by whom?
Klobuchar is still the most popular politician in whole Minnesota. She probably will be primaried and won't win with the usual 90%+ margins, but can't see her losing as of now.

I agree for the most part, though I feel that Debbie Stabenow and Tammy Baldwin will hang on until 2030 if Joe Biden is elected and his Vice President is elected/re-elected in 2024 and 2028. As for Catherine Cortez-Masto, I can see her surviving in office until 2028 or so depending on how Nevada trends politically. It is also possible that she will become a lifer in the Senate and remain in office for decades.

I would say that Joe Manchin, Sherrod Brown, and Jon Tester will lose by the biggest margins out of the ones on the list. Jon Tester will probably lose to Donald Trump Jr. as well, as he has toyed with the idea of moving to Montana to run against Jon Tester. As for Sherrod Brown, he will probably lose to either Jim Jordan or Steve Chabot, and Joe Manchin will be defeated by either Alex Mooney or Carol Miller.

Junior is not especially well-liked among Republicans nationally and would probably be a crap candidate anywhere, let alone as a MT-SEN carpetbagger. Depending on the environment he ran in, he could easily meet the same fate as Maryland Matt. At least Jersey Greg could tap into authentic populism with a bodyslam or two.

If Jones hangs on, which is a possibility,  Rs are gonna force Shelby to retire. JD Scholter may run for Gov or Senator. Toomey, Johnson and Burr are done

Nobody's really mentioning John Neely Kennedy, but I think he's made it very clear that he doesn't like Washington. Which I find hilarious since he spent over a decade trying to get elected to the senate (both as a Democrat and a Republican) and now that he's in it, he supposedly hates it. People said he was considering running for governor in 2019, and if that was true, then he was willing to give up his term midway through for it.
