With those numbers, why do Italy, Japan, and the Phillipines still not have same-sex marriage?

The thing about the Philippines is that it is somewhat of an outlier in that it is a very religious and conservative country yet has a high rate of acceptance for homosexuality. The majority of the population is Catholic (and often quite devoutly so!), and the Catholic Church holds a lot of influence in the country. Because of this, there is still the widespread traditional view of marriage as a sacred institution between a man and a woman that should not be tampered with. It's also why the country is the only UN member that still hasn't legalized divorce.
Most people don't have any inherent issue with queer people, and a poll from last year had
majority support for anti-discrimination laws. But the country is still quite conservative regarding the institution of marriage.
