Way too low for Israel, in my experience. Every poll here shows 60-70% in support of SSM, and most people (especially youths but everyone else made a lot of progress too) are accepting right now. We're definitely not equal to Poland or less than Brazil.

The only explanation is that they polled the West Bank as part of Israel and included it in the overall Israeli total...despite not being an organization that considers the West Bank as part of Israel as shown by the map. This isn't something that is up for debate, the internal Israeli polls on this issue are very consistent and show 60-70% in favor of SSM.

The thing about the Philippines is that it is somewhat of an outlier in that it is a very religious and conservative country yet has a high rate of acceptance for homosexuality. The majority of the population is Catholic (and often quite devoutly so!), and the Catholic Church holds a lot of influence in the country. Because of this, there is still the widespread traditional view of marriage as a sacred institution between a man and a woman that should not be tampered with. It's also why the country is the only UN member that still hasn't legalized divorce.

Most people don't have any inherent issue with queer people, and a poll from last year had majority support for anti-discrimination laws. But the country is still quite conservative regarding the institution of marriage.
