I could buy that the pandemic has crippled Trump in the rust belt but if Biden relies upon that, he enters office as a lame duck.

Probably on the high side, but throw them into the averages (PA is not too bad though).

He does? Biden running on COVID has as much to do with leadership than the crisis itself, so if Biden gets elected on that it will translate in other ways for his presidency.

Of course, there is even the possibility that Biden won't run for another term anyway if he gets elected.
