In the canonical Watchmen universe, Gerald Ford was Nixon's second Vice President just as in our own timeline.

Granted, that was done because readers would largely have expected that and his inclusion enabled Alan Moore to include a few jokes at Ford's expense. Problem is, Watergate was effectively covered up in the Watchmen universe thanks to the Comedian, so the reason Ford agreed to be Agnew's replacement was that there was a very real chance of him becoming President during the next few years. There's no reason why Nixon would have felt the need to offer the spot to the House Minority Leader who had hopes of becoming Speaker of the House, or why Ford would have accepted being dunked into a bucket of warm piss, as John Nance Garner famously described the Vice Presidency.

So, without Watergate and Vietnam having been won, who would be a likely replacement for Agnew when he resigns? Senator Keene or someone from real life
