Trump wasn't looking too hot in early 2019, so this makes sense.

Trump will get more than 42% in WI. My feeling is Biden would win 51-47% if the election was held today.

I would say that is what would happen if Trump and Biden both ran OK campaigns and there's a regression to the mean where Biden wins by 6 or 7. Trump could still win here if the difference in the quality of the campaigns was historic.
