Depends on why Bush lost in the first place. Realistically I think, as would be the case if Dole beat Bush for the nomination, that this would increase the odds of a President Dukakis, though Kemp would likely be favored.

Dukakis's problems in 1988 were easily self-inflicted, so I can see Kemp winning, if he picks a quality running mate.

Some were self-inflicted, but others were definitely Atwater-inflicted.
