Juvenile Justice Transitory Act

Section 1. Definition and Purpose
a. The title of this act shall be the Juvenile Justice Transitory Act
b. The purpose of this legislation shall be to meet the housing needs of juveniles exiting the correctional facilities across the South

Section 2. Establishment
a. The South shall establish a housing cash fund
b. The housing cash fund will be administered by the Attorney General's office
c. The purpose of the housing fund will be to provide housing assistance for persons with behavioral, mental health, or substance use disorders.

Section 3. Funding
a. The housing fund shall be financed by the use of income taxes, interest, and property taxes
b. The housing fund may provide grants and loan disbursement for housing related expenses
c. All moneys not utilized shall be returned to the cash fund

Sure Mr. Speaker. In many cases, after youth are released from being incarcerated they lack sufficient resources to sustain themselves afterward. Most youth in the justice system do not have basic necessities and family structure. I urge all fellow delegates to support this legislation to provide this service.

I believe the method of funding this bill is too vague. The Funding source listed is most likely already allocated elsewhere.

I'm in support of this bill, having adequate housing for those juveniles looking to transition into the rest of society goes a long way into preventing recidivism. I'd like to know more where the funding would come from to be honest. It seems a little vague, if Spark can more properly explain where the funding will come from, I will gladly support this bill.

Yeah the idea and intent behind this is good, but the current bill is vague and not that well-written. Some specification could go a long way towards improving this, the main sticking point is that it's unclear where exactly the funding will come from. Also from reading this it seems that this only applies to juveniles with behavioral, mental health, or substance use disorders, which is fine, but this really can't be passed without being scored and/or a specification of where the funding will come from. Also what about juveniles who don't have these disorders? Are they excluded from these provisions, if so, I'd probably make that clearer, if not, I'd probably make that clearer. Overall, great start and good baseline, but this needs some serious tweaks.

I support the bill as it is written. There must be more opportunities for juveniles to re-integrate into society after they have finished their incarceration times.
