Maybe Congress but most Governor incumbents win the primary and re-election. There was only two incumbents in the Midwest that lost in 2018 and one was a Republican in a very blue state

Rs lost their chance to pass entitlement reform when the economy was good, they only wanted Obamacare reform and tax cuts, now the deficit is due and the cap needs to raised on the wealthy on SSA, they are in a bind, and will lose power to Dems in a 10.1 percent unemployment.  Just like Dems did in 2010
