Assuming they live in a state with an open primary.

Someone who believes a billionaire will save us and were taken in with Bloomberg's "you're not a real billionaire" line against Trump.

I could actually see it easier than some.  In the 2016 primaries, Trump actually tended to do better with self-identified moderates than conservatives, compared to Cruz and Rubio.  Trump's base was much less religious (especially when viewed from church attendance not simply professing to believe in God) and less morally conservative, but was authoritarian.  Maybe apart from immigration, I could see how a vague sort of somewhat secular or moderately religious, tough-on-crime centrist could be attracted to both campaigns (especially when remembering the 2016 primary season, not everything we have seen since).

I might not be doing a great job of explaining it, but there is more of a potential than you'd think.

A fiscally-conservative former Republican who lives in a state where the 2016 primary occurred after everyone other than Trump had dropped out.

The same would apply to Trump 2016/Delaney 2020 voters.
