Changing my vote to NAY in the absence of some clarification.

I also move to suspend the rules and stop the vote. The sponsor/author (or whoever assumes sponsorship) needs to introduce an amendment that clarifies exactly what the "border adjustment tax" is -- otherwise, we're voting on a bill too ambiguous for us to know what will happen upon its enactment.

What's the procedure for ongoing votes at the beginning of a new Congress? Is the dean now responsible for closing the vote that thumb opened, given a new Speaker hasn't been elected and thumb is no longer a representative?

Also do the votes of new members override the votes of departing ones who occupied the same seat? Can't find any info on this in the House rules. If so, then ted and sev's votes override thumb's and spiral's.

Re: closing the votes; iirc only the Senate gives interim power to the dean, so the next speaker should close it upon election. I suppose I could also do it but would have to be under suspension of rules w no one objecting.


Re: votes that go through the changeover; yes, the replacements override.

Didn't vote nay because the Senate could potentially amend this and make it salvageable. If not, there's always the veto.

I'm not entirely sure this count is an accurate one...

As Encke mentioned, Ted and Sev's votes NAY override thumb and Spiral's AYEs.

You and OSR (replaced by Cao) are the only Ayes. Sev and Ted are counted Nay. Cinyc's abstain carries over since HCP didn't vote so he and Encke are Abstains. Razze, Leinad/Gracile, and RC (too late) did not cast votes.

Thus the count should be a tie; 2-2-2 with 3 NV.


Because of RC's late vote plus the desire not to cause a fiasco re succession of seats, I'll cast the tiebreaking vote Aye. I will note that I agree with Encke that this bill is not close to passable form, but hopefully the Senate can try to do something with it. If I were to have to tiebreak this exact text again in the Senate, I would vote against.

This bill was already at final vote as I joined the House, but frankly I would have liked to see a purpose or justification invoked before implementing a tax increase and tax credit. If there is a reason to implement this tax, it was not made clear to me reading through this thread.

For example, if this were a mechanism to help fund the Section 5 provisions of the Red-Green New Deal, or something of that nature, maybe it is worth consideration, or if there is a broader macroeconomic goal that is desired, that should be considered as well.

I have fixed the count. To make sure this doesn't happen in the future, i will be sure to note down who voted what instead of just stating the count.
