Upon getting his first briefing in January about COVID, Trump draws up plans to invoke the Defense Production Act and starts making preparations to stockpile PPE, recruit contract tracers, and expand testing capacity. By early March, the US goes into a preventative shutdown. Through March and April we're among the highest in the world in tests per capita, and by late May the US has somewhere around 10,000 COVID deaths.
