Chavez was a corrupt, authoritarian, and incompetent despot and any short term good he did for the Venezuelan poor was only incidental insofar as it was beneficial to his further consolidation of power. It certainly isn't good for the poor to crush strikes or build a welfare state entirely tied to a single, very volatile industry.
