Balukoff came much closer to beating Otter than you would have expected and did better in a red wave than the Paulette Jordan did in a blue wave. Would he be able to win and how close would it have been?

While it would be quite a bit closer, it would probably still be Otter who wins in the end. It's probably going look something like this, give or take a percentage point or two:

Butch Otter (R): 48.5%
A.J. Balukoff  (D) 44.4%

So the result would be similar, but probably closer than the margin Jerry Brady got in 2006.
