Doesn't the Appalachian Regional Commission exist in Atlasia? I believe we passed a bill that appropriated development funds to that agency not too long ago.

This bill could be a useful way to expand the existing jurisdiction of that agency. I think we should replace every mention of the ARDP with the existing ARC. We can also eliminate section 3.
