I realize money isn't a sexy topic for most but could we at least get a ballpark range to work with. I am not good at just pulling numbers out of my A@%, I need a set range to start with to be realistic. Tongue

Not sure how much it helps, but according to this article, in real life the US government spent $114 billion among all its workforce development and education programs, 34% of which goes to higher education

Not sure what a good number here would be, but if I had to guess, maybe somewhere in the mid single digit billions?

Tbh we should also be slightly concerned about the deficit and what not.

Section 4. Interest free loans

(a) In general. —

Eligible applicants shall be eligible to receive interest-free loans for a reasonable amount as determined by the  ARC.

(b) Terms. —

The  ARC shall establish such reasonable terms and conditions as necessary to ensure participation, proper use of received funds, and repayment by eligible applicants.

Section 5. Compliance

In the event of any —
  (1) fraud;
  (2) misconduct; or

      (b) any failure to do so shall result in further civil and criminal penalties.

There is hereby authorized to carry out this Act $[placeholder]300,000,000, to be drawn from funding allotted to the ARC for fiscal year 2020, and for each succeeding fiscal year., of which —
  (1) a minimum of $30,000,000 shall be allotted to fund grants as per Section 3; and
  (2) a minimum of $30,000,000 shall be allotted to fund interest-free loans as per Section 4.


Section 7. Effective date

This Act shall take effect immediately on the date of the enactment of this Act.

Well, technically speaking there’s been exactly zero response to my amendment so I can’t say for sure if the House as a whole has settled on it. My fellow Representatives, if you're reading this, please go offer some feedback on the amendment.

Jimmy's amendment is adopted.

So it occurs to me that Tack and Jimmy introduced their amendments within six minutes of each other and being on my phone I didn't notice both yesterday. This could have got messy without Tack's withdrawal.
