This wouldn't happen because he was a Bush voter and has gained much of his popularity by governing in a period in which presidential candidate Northam would have been campaigning instead.

If Northam didn't have the blackface scandal, he might have made a decent running mate for someone like Kamala Harris, Andrew Yang or Cory Booker (all of whom needed a White Man to balance out the ticket).

But he never would have gotten past the Iowa caucuses on his own if he was running for President.
