I posted similar comments in the corresponding House thread, but it seems there is an ambiguity in Section 3.1. Should 'hospitals in a certain county are at 80% of their capacity' be taken to mean that construction should commence when all hospitals in a county are individually above 80% occupancy, or when 80% of beds in a county are occupied?

I also think it would be better to do away with the blanket requirement of 80%/90% entirely and let the states/regions/localities allocate these funds according to need.
