As the speaker has indicated elsewhere she is otherwise occupied at the moment, I have invoked my right as president of parliament to move this bill to the floor. The legislation before us, transparently enough, would prescribe the use of STV for state and municipal elections. Current statute makes no prescription as to the proper voting method to be used by local jurisdictions, though the constitution mandates the use of STV for regional elections in lieu of contravening regional legislation. This bill will therefore complete the reforms of local government begun earlier this year, by introducing a truly democratic voting system for lower-level elections.

It seems to me like implementing STV for NPC elections could make things unnecessarily complicated for the GM, but if he's fine with it, I don't have any objections.

Should we vote, then? It'd be nice to clear this up before the next parliament is seated.

Yeah let's clean up the slate (and my last resolution as well).

Vote opened. 48 hours. Blah blah blah vote blah.

Aye.
