No, it's not a constitutional amendment, just an amendment to a bill.

Bills only need a majority to pass, only constitutional amendments need 2/3.

It appears that no more Senators will vote on this...can we consider it passed since it has a majority of those who have voted so far?

Should we consider this passed, so that I can sign it? That's what I was asking. It has a majority of those voting, but not of the total membership. But if we are going to go by the rule that once a week has passed, there is no more voting in the Senate, then it should be considered passed with a majority vote of those who have voted.
