B. The "Final Business" period of Council shall commence 96 36 hours prior to dissolution of the Council session and shall end at dissolution.

  i. At the start of Final Business, the Speaker shall declare in all pending legislative threads that Final Business has commenced and the session is nearing its end.

    a. At this time, the Speaker must no longer open new legislative threads.

    b. At this time, neither the Speaker nor legislative sponsors shall consider new amendment proposals or votes.

  ii. Starting 72 hours prior to dissolution of the Council session, the Speaker shall no longer consider any new motion for a final vote, override vote or cloture vote.

  ii. All legislation on the floor of the Council shall go to a final vote at the start of the final business period, if more than 72 hours of debate have occurred on the legislation, unless either the sponsor of the legislation or a majority of the Council voices an objection to the vote


  iii. The Speaker shall lock all pending legislative threads at the time of dissolution.

b. House and Senate districts are not nested unless stated otherwise, also each House and Senate seat must have equal population to other House and Senate seats
c. The number of legislators per state shall be as follows:
i.Wisconsin: 33 members of the State Senate and 99 members of the State House of Representatives
ii. Illinois: 59 members of the State Senate and 188 members of the State House of Representatives
              a. 2 voting districts for the House must be nested into each Senate district
iii. Michigan: 38 members of the State Senate and 110 members of the State House of Representatives
iv. Indiana: 50 members of the State Senate and 100 members of the State House of Representatives
v. Ohio: 33 members of the State Senate and 99 members of the State House of Representatives
            a. 3 voting districts for House must be nested into each Senate seat
vi. Pennsylvania: 50 members of the State Senate and 203 members of the State House of Representatives
vii. New Jersey: 40 members of the State Senate and 80 members of the State House of Representatives
            a. Each Senate district shall elect two representatives, in other words House and Senate districts have the exact same lines
viii. New York: 150 members of the State Senate and 63 members of the State House of Representatives
             a. nesting not required, however nesting districts is preferred, if possible
ix. Connecticut: 36 members of the State Senate and 151 members of the State House of Representatives
x. Rhode Island: 38 members of the State Senate and 75 members of the State House of Representatives
xi. Massachusetts: 40 members of the State Senate and 160 members of the State House of Representatives
xii. Vermont: 30 members of the State Senate and 150 members of the State House of Representatives
xiii. New Hampshire: 24 members of the State Senate and 400 members of the State House of Representatives
xix. Maine: 35 members of the State Senate and 151 members of the State House of Representatives

III. Redistricting


1. Redistricting shall consist of a commission of the majority and minority leader of both houses of the state legislature, as well as 5 citizens, and 2 legislators from the minority party in the State House of Representatives
2. The commission must create a map that prioritizes one of these two goals: maximizing the competitiveness of districts or drawing districts proportional to partisanship
3. In areas where there is a high minority population, and it is possible to draw a seat where the voting age population of a minority coalition is greater than 50%, or where the voting age population of a specific minority group (i.e. African Americans or Latinos) that seat must be drawn by the commission.
4. In areas where it is possible to draw a seat as described in Section 3, Clause 1, but with a minority coalition or individual minority group population of above 40% of the voting age population, it is recommended that the commission draw that seat
5. For the purposes, of this act, the seats in Section 3 shall be known as Voting Rights Act seat (if it is a majority of a single minority) or a Minority Coalition seat (if they seat is formed by a majority of multiple minority groups)
6. For the purposes, of this act, the seats in Section 4 shall be known as Opportunity Seats
7. Redistricting shall occur every two years on this calendar (2021, 2023, 2025, 2027, etc.)

IV. Implementation

1. This act shall take effect two weeks after being signed into law

Hospital Relief Bill

Introduced by Councilor CookieDamage (NJ)

This bill will establish an emergency fund of $125 Billion for hospitals in the Lincoln Region. It will also aim to keep struggling rural hospitals open for the next five (5) years due to the threat of COVID resurgences despite any financial insolvency.

Section I – Definition

A. Hospitals are defined as health care institutions where patients receive medical treatment. Hospitals may include specialized staff as well as emergency departments and intensive care units.
 
B. Rural hospitals are defined as those hospitals located outside of urbanized or suburban areas, and those in areas with typically less than 2,500 inhabitants.

C. Rural hospital closures are defined as rural hospitals which have severely reduced the capacity and scope in patient treatment.

D. Abandoned rural hospitals are rural hospitals which have ceased all operation entirely and are thus shuttered.

Section II – Emergency Fund

A. The Lincoln Council will establish an emergency fund of $100 Billion to be granted to Lincoln hospitals.
 
B. These funds will be administered in the Department of Health and Human Services.
C. There will be established an Inspector General’s office which will provide accountability and oversight.

D. These funds must be used towards patient care and maintaining staff, equipment, and other costs.

E. These funds are not authorized to be used towards increasing salaries of hospital executives.

F. These funds are not authorized to be used towards paying utility bills unless otherwise necessary. What constitutes as necessary will be at the discretion of the Inspector General.

Section III – Rural Hospital Subsidies

A. The Lincoln Council will establish an emergency fund of $25 Billion to subsidize the expenses of rural Lincoln hospitals which are identified to be nearing financial insolvency or bankruptcy.

B. These subsidies will be administered in the Department of Health and Human Services.

C. There will be established an Inspector General’s office which will provide accountability and oversight.

D. The Lincoln Council will subsidize the expenses of these identified hospitals until June 1, 2025.

E. These subsidized expenses include personal protective equipment (PPE hereafter), expenses associated with hiring new staff, as well as power and water utility costs.

F. These subsidized funds will not be used for abandoned rural hospitals which have been closed for more than five years or have closed before May 1, 2015.

G. Abandoned hospitals closed after May 1, 2015 may be eligible to be reopened on a temporary basis using subsidies. This decision will be at the discretion of the Inspector General.

To create the Lincoln Department of Agriculture and the Environment, and for other purposes.

Section 1. Short title

This Act shall be cited as the “Lincoln Animal and Environmental Protection Act".

Section 2. Definitions

As used in Act, unless otherwise provided or indicated by the context —
(1) the term “animal abuse” shall mean any activity which maliciously and intentionally —
(A) maimes, mutilates, tortures, or wounds a living animal;
(B) overdrives, overloads, drives when overloaded, overworks, tortures, torments;
(C) deprives of necessary sustenance, drink, or shelter;
(D) maliciously and intentionally kills an animal; or
(E) beats, mutilates, or cruelly kills an animal;
(2) the term “urban tree” shall mean a tree located in an urban area that —
(1) is older than 15 years; or
(2) has a diameter bigger than 20 centimeters measured at a height of 1.40 meters from the ground.

Section 3. Establishing the Lincoln Department of Agriculture and the Environment

There is hereby established the Lincoln Department of Agriculture and the Environment, which shall be responsible for regulating agriculture and the environment in Lincoln.

Section 4. Animal abuse

An individual that commits one or acts of animal cruelty may face the following penalties at the discretion of the court —
(1) a fine not exceeding $100,000; or
(2) a term of imprisonment of no more than 20 consecutive years.

Section 5. Urban trees

(a) In general. —

The full cutting of urban trees in an urban area in Lincoln is hereby prohibited, except for what local regulations may specify.

(b) Transplanting. —

If one or more urban trees are required to be removed for construction or other purposes, they shall be required to be transplanted.

(c) Pruning. —

The pruning of urban trees is hereby prohibited in an urban area in Lincoln, except when —
(1) minimum distances to electric power lines are not kept;
(2) tree branches obstruct the view of traffic lights or other traffic elements;
(3) tree branches create a risk for pedestrians or cars; or
(4) it is necessary to protect the tree's health.

(d) Requirements. —

The owner of a property where urban trees are located in urban areas shall be responsible for their maintenance and conservation.

(e) Inspections. —

Municipalities in Lincoln shall inventory and perform inspections of the health of urban trees every 2 years.

Section 6. Subsidies

(a) Fossil fuels. —

All subsidies to fossil fuel companies shall be immediately terminated.

(b) Solar power. —

The Lincoln Department of Agriculture and the Environment shall provide $20,000,000 per year in subsidies to solar power companies.

(c) Wind power. —

The Lincoln Department of Agriculture and the Environment shall provide $20,000,000 per year in subsidies to wind power companies.

(d) Hydroelectric power. —

The Lincoln Department of Agriculture and the Environment shall provide $20,000,000 per year in subsidies to hydroelectric power companies.

Section 7. Electric cars

(a) In general. —

An owner of an electric vehicle shall be eligible for an Electric Drive Motor Vehicle Credit.

(b) Tax credit. —

The Electric Drive Motor Vehicle Credit shall be $8,000 per new electric vehicle.

(c) Income cap. —

The Electric Drive Motor Vehicle Credit tax credit shall not apply to any individual with a gross income of more than $100,000.

Section 8. Carbon taxation

There shall be a tax levied on carbon emissions of power plants, at a rate of $20 per each ton of carbon dioxide released, the tax shall rise by 4% each year.

Section 9. Fossil fuel phaseout in electricity generation

The Lincoln Department of Agriculture and the Environment shall begin working on a plan to phase-out the use of fossil fuels for electricity generation and road vehicles by 2035.

1. The phasing out of petroleum drilling shall occur gradually over a six year period
2. Any company drilling petroleum after this deadline will be charged a fine of no less than $15 million.
3. Any company who stops drilling at least four years before the deadline, shall receive a 2% tax credit on all taxes for the next year
4. The phasing out of coal shall occur over a five year period
5. Any coal mines still in operation after the five year period, will result in a fine to the mine’s owner of no less than $20 million.
6. Companies shall receive a tax credit of 5% on next years’ taxes if they close their mines within 7 months of the implementation of this bill
7. Manufacturing of the nitrous oxide engine shall be banned, effective immediately after the implementation of this bill.
8. Any company who still manufactures the engine after this time period, will be fined a fine of no less than $10 million.


Section 10. Hydraulic Fracking and Offshore Drilling

a. OFFSHORE DRILLING BAN
1. Lincoln shall hereby issue an immediate ban on any offshore drilling within 10 miles of the coast of Lincoln or of any land that belongs to Lincoln
2. Any company in violation of this policy will pay a fine of no less than $10 million

b. MORATORIUM ON FRACKING

1. A moratorium, which shall be effective immediately after the implementation of the bill, shall be established on all fracking in the entire region of Lincoln.
2. This moratorium shall last 3 years, after which it will be determined, whether or not it should be lifted. A two-thirds majority shall be required to lift the moratorium.
3. Any company in violation of this policy shall pay a fine of no less than $10 million
4. Companies in violation, that engage in offshore drilling, shall pay this fine and the one for offshore drilling violations.


Section 11. Caps on Emissions


1. The Lincoln Department of Agriculture and the Environment shall set caps on emissions for the following gases: carbon dioxide, methane, and nitrous oxide
2. Any company who violates the cap will be fined $12 million for each percent that they are over the limit
3. The cap should be decreased by 5% each year

Section 10. 12 Effective date

This Act shall take effect immediately on the date of the enactment of this Act.

Be it enacted:

Section 1: Definition

1. "Youth curfew law" shall be defined as a law or ordinance established by a regional, state, or local government which prohibits or restricts persons of a certain age (usually under age 18) from being outside in public during a certain time of day (usually at night or during school hours), assuming that a state of emergency is not in place.

Section 2: Cutting Down on Curfews

1. All existing youth curfew laws are hereby repealed in Lincoln, effective immediately.
2. Police may not detain a person simply for being outside during a certain time assuming there is no reasonable suspicion said person has committed a crime.

Office of Environmental Justice Bill

Introduced by Councilor CookieDamage (NJ)

A bill which aims to establish the Office of Environmental Justice within the Department of Agriculture and the Environment. This bill will also establish the Environmental Justice Advisory Council which will be an advisory body within the Office of Environmental Justice.

Section I – Definitions

A. Environment – The environment, in this bill, is defined as the natural, biophysical, and built environments in which a person or people interact with and are impacted by. The environment includes the air, water, soil, as well as artificial environments and structures which interact with and impact the health of individuals or groups of people.

B. Justice – Justice, in this bill, is defined as the fair, equitable, and impartial distribution of law, policy, and judicial decisions.

C. Injustice – Injustice, in this bill, is defined as the unfair, unequitable, and partial distribution of law, policy, and judicial decision.

D. Environmental justice – Environmental justice, in this bill, is defined as the fair and equitable treatment of people and communities regarding their natural, biophysical, and built environments. It includes the fair implementation of environmental law, policy, and procedure with no extra burden or benefit placed on persons or groups because of their race or ethnicity, gender, sexual orientation, physical ability, socioeconomic status, religion, or cultural identification.

Section II – Establishment and Role of the Office of Environmental Justice and the Environmental Justice and Equity Advisory Council

A. The Council of Lincoln will establish the Office of Environmental Justice within the Department of Agriculture and the Environment.

B. The Office of Environmental Justice (OEJ) will be led by a Department-appointed Coordinator.

C. The OEJ will administer an advisory body known as the Environmental Justice and Equity Advisory Council (EJEAC).

D. The EJEAC will be composed of nineteen members, with spaces reserved for a wide variety of industries, initiatives, non-profit bodies, and community members across Lincoln.

E. Seats of the EJEAC will be filled by qualified applicants as judged by the Department and Office Coordinator.

F.   The OEJ will be responsible for aiding the Department in:

a. The implementation of policies, regulations, and procedures aimed at better addressing instances of environmental injustice.
b. The research and analysis of environmental data.
c. The tracking of health data.
d. The identification of areas vulnerable to environmental injustice.
e. Conduct outreach to communities and municipalities.

Section III – Appropriations

A.   Appropriation will be determined by the Department of Agriculture and the Environment.

Section IV – Implementation

A.   This law shall take effect six months after being signed by the governor.

The appropriate election administrator shall open the voting booth at 12:00:00 AM, Eastern Standard Time (or Eastern Daylight Time from the second Sunday of March to the first Sunday of November.). Voting shall continue for 72 hours, and no vote cast more than 72 hours after the voting booth was opened shall be considered valid. The election administrator must accept any absentee ballots cast no more than 168 hours prior to the commencement of the election.

Be it resolved, that the Lincoln Government:

1. Would encourage Lincolnites to mourn and regret Independence Day by practicing target shooting on disused statues of War of Independence generals at designated locations; except the right to keep and bear arms is bad and therefore nobody should be shooting at statues

2. Discourages the use of unsafe low potency explosives that should be illegal in Independence Day celebrations.

3. Encourages Lincoln residents to proudly display the Union Jack and any flags from members of the Commonwealth; as well as to sing and play God Save the Queen

4. Encourages Lincoln residents to safely burn or otherwise desecrate pro-Atlasian, racist, or anti-LGBTQ paraphernalia and/or literature.

Whichever option the presiding officer chooses may be overridden if 2/3rd's of sitting Councilors object, in which case the presiding officer must choose another option. If a sufficient amount of Councilors object to all three options, the presiding officer may choose whichever option they desire.

Failure of a Councilor to vote on a bill that all other Councilors did not vote on, shall not count towards missing a vote on these six consecutive pieces of legislation.

Partial Youth Curfew Abolition and Decriminalization Act

Be it enacted:

Section 1: Definition

1. "Youth curfew law" shall be defined as a law or ordinance established by a regional, state, or local government which prohibits or restricts persons of a certain age (usually under age 18) from being outside in public during a certain time of day (usually at night or during school hours), assuming that a state of emergency is not in place.

Section 2: Cutting Down on Curfews

1. All existing youth curfew laws in Lincoln shall no longer apply to any youth above 10 years of age
2. Police may not detain a person simply for being outside during a certain time assuming there is no reasonable suspicion said person has committed a crime.
3. In the event, that a youth is under 10 years of age, they shall not be detained, arrested, charged, cited, etc. by police for violating a curfew law.

Section 3: Implementation
 
1. No part of this law shall apply to curfews put into place by municipalities, states, or regions that apply to people of all ages.
2. This law shall go into effect 7 months after being signed by the Governor.
