Kim Reynolds will probably win again (her approval are not outstanding but not the worst either) no matter whether it's a Biden (likely R bordering safe) or a Trump (lean R bordering likely) midterm, considering Iowa's rightward shift in recent years.

Chet Culver will have been out of politics for 12 years in 2022. Rob Sand seems like a more promising choice to make this race somewhat competitive as he was actually able to win statewide recently, ousting an incumbent Republican for an office than had been held by the GOP for more than five decades.

I’m not particularly confident about Republicans winning back the House in 2022 even if Biden is President, but I feel like Iowa is probably the state where Democrats will suffer the most dramatic losses under his presidency. Not sure why Culver would want run in such an environment if he lost by 10 points as incumbent in 2010, and Reynolds might be persuaded to run for Senate instead of reelection as governor.

Reynolds strikes me as a particularly good recruit in 2022 in the scenario you outlined.

Reynolds is finished, she is making a mistake of sending workers back to meatpacking plants while the Covid 19 virus is going bad and she stumbled over her own words while making the speech. That's why Ernst is tied not ahead in the polls, due to her being tied to Reynolds politically
