Which are usually the top counties with highest voter turnout rate whether it is presidential or midterm?

Hard to say but I know in Georgia it usually Oconee county which is the suburbs of Athens.

I've heard that Minnesota and Wisconsin are some of the highest turnout states, and in those states I would guess Dane and the Twin Cities suburbs.
