Does apportioning senate seats by population count as electoral reform?

That's fine so long as everybody is automatically given an ID, instead of the limited access for poor people & minorities that we see in the status quo.

I agree 100%.  All American citizens should have access to a no cost, Federally-issued Photo ID.

Yes, or at least establish a runoff.

I'm not sure which I'd consider more urgent, a national Presidential primary or dissolving the electoral college. Probably the latter.

1. Abolish the Electoral College. Ideally this would include ranked-choice voting too, but even just ending the EC would be a huge improvement.

2. Make the Senate slightly population-dependent, so that, for example, maybe a state could have anywhere between two and four Senators, instead of all states having two.

3. Increase the size of the House so that all states have at least two Representatives.

4. Give representation to DC and all inhabited territories (if opposition to statehood remains strong, maybe a compromise could be worked out in which they each get one Representative and one Senator, or something).

Ranked Choice National Popular Vote for President

Eliminate Gerrymandering and Voter Suppression, expand early voting and same day registration

If everyone can have a  (and I mean everyone) photo ID, then fine an ID law

And I would note that I would not change the Senate

Compulsory voting. In one fell swoop you limit polarisation considerably and destroy any voter suppression efforts. I'm grateful every election that Australia is one of the few countries to lead the way on this.

On moral grounds it's difficult to argue against DC/PR statehood and felon enfranchisement. Same travesty but operating at different scales.

Not shocking to see an Australian suggest this.
I do like the idea of compulsory voting and I do wish it was politically palatable in America.

1) Term limits so we don't have swamp creatures like Mitch McConnell running things.

2) Some kind of move to popular vote for President.  Small states are already given extra rights in the senate, they shouldn't get extra representation in two branches of government.  It's also too contentious when you can win a few states by 1,000 votes or so and tip the entire election.

3) Some states are getting so big relative to others that they should probably be broken up (CA, TX).

4) DC needs some kind of real representation in Congress.

Elect senators statewide and reps by district.

1. A voter ID law (if you don't have an ID of some kind one will be provided to you free from your state government)
2. I would say a national holiday for the general election vote.  Everyone is off, all non-essential services and businesses are not permitted to be open that day, and essential workers must be afforded the opportunity to vote in person that day too (i.e. short shift, partial shift, etc. figure it out).
3. Purge the rolls every election cycle or at least require a registration confirmation every year.
4. Shorten the election season.  No campaigning, fund raising, ads, anything of any kind 366 days before the day of the general election.
