No. Not every race is going to be like WI-SEN 2016 or FL-SEN 2018.
Kelly > Feingold, & McSally < Johnson.
They are similar in that the person who is running lost in the state recently and is going to do it again

Hint:  it’s Blacks and Latinos. 

Clinton didn’t even win a majority of the college-educated White vote in 2016.

Of course. Blacks and Latinos are absolutely the Democratic base. I misread your statement as saying non-college educated white people, along with minorities, are the Democratic base.
