Barely lost, could conceivably have won. How would he do, my personal guess is he would win in 1984, 1990, and just maybe 1996, but 2002 would definitely be his end.

It would be tough in 1984 but I think he could narrowly beat Phil Gramm. He also could narrowly pull it off in 1990 against Ron Paul. I think he loses in 1996 for sure though

Krueger would have lost in 1984, though not by a lot.

Krueger was a rather conservative Congressman, and he may have moved to the right and switched parties.  His relatively liberal record during his short term as Senator was not reflective of what his record would have been if he had been elected in 1978.

As Fuzzy said it's very likely that Krueger narrowly loses in 1984, though only due to Reagan's coattails putting his Republican challenger over the edge.

Let's see how Senate candidates did in 1984.  Which Senate incumbents lost?

1.  Sen. Walter (Dee) Huddleston (D-KY), lost to Republican Mitch McConnell
2.  Sen. Charles Percy (R-IL), lost to Democrat Paul Simon
3.  Sen. Roger Jepsen (R-IA), lost to Democrat Tom Harkin

Also:  Rep. Al Gore (D-TN) won the open Senate seat in TN, succeeding GOP Senator Howard Baker.

So maybe Krueger would have been re-elected in TX.  A lot would depend on what kind of Senator Krueger had been, and how strongly the oil industry had felt about his re-election.
