9/11 happens on 9/11/2000 instead of 9/11/2001. Clinton responds similarly to how Bush responded in 2001 and receives a similar approval rating boost, but it all happens one year earlier.

How much does it change the 2000 election result? Does Gore win?

Yup, I think this would favor Gore heavily in a rally around the flag movement. I've thought (and posted, I believe) about this a while ago.
