Colorado for sure.  The democratic base there is basically as socially liberal as California and pretty fiscally liberal too.

I imagine the democratic electorates in Virginia and Minnesota are fairly similar: minority voters + urban/suburban whites. 

The Virginia Dem electorate is probably the most moderate of the three because it depends on a mix of socially conservative black voters downstate + fiscally conservative white/asian voters upstate.  The Virginia Democrat electorate is pretty moderate while the Republican electorate is ultra conservative.  This usually means the state is run by Republicans but in Virginia there are simply more Moderate Dems than conservatives because of the rapid growth in NoVa.  The GOP just wanted to ignore the changing electorate to its own peril, which is the main reason why it's a one party state now.

Virginia is definitely the most conservative of the 3.

MN and CO are a close call. The traditional DFL with its support on the Iron Range and also populist farmers is far far more liberal than CO economically and not that much less liberal on social issues. However, this is changing fast as the national party is dominated by people who want to get rid of populists and add socially moderate suburbanites. So, I think CO may be more liberal than MN in a few more years depending on the direction the party takes.

Colorado >>>>>> Minnesota>>Virginia

Minnesota is hard to determine because it has a unique mix ancestral Democrat populism and urban activism, but the area in which Democrats are growing in is more establishment suburbs.

Minnesota. Colorado's dem base seems Obama-ite. Minnesota's dem base is full of socdems.
