I would see Appalachia in western North Carolina.  It seems that is one part of Appalachia where bottom hasn't fallen out under Democrats.  Only win Buncombe and Wautaga Counties which have large colleges thus why vote Democrat, but in surrounding counties, Democrats still often getting north of 30%.

Other is Kanawha and Cabell counties West Virginia.  True they have a small city and yes still vote GOP, but Biden got around 40% in both counties.
