Kohl is kind of like Jesus if Jesus founded a department store and owned an NBA franchise.

In 1994, (yea that red wave year), the same year Tommy Thompson got almost 70% of the vote in his reelection campaign. While Kole dominated his opponent. The Wisconsin GOP was in no state in 2010 to target both Kohl and the governor's race seriously. I think they choose one and they choose the easily winnable governor's race with the unpopular Doyle leaving office.

It depends on who is actually running in the Senate and Governor's races for the Republicans.

Republicans could probably win the Governor's race with the B-Team (so Ron Johnson might run there instead), but Scott Walker might run in the Senate race instead, and come really close to winning.

Of course for Republicans to hypothetically beat Kohl in 2010, they'd probably have needed Paul Ryan to run.
