It would have cost them the 2010 Gov's race and knowing that the Dems in the legislature took steps to protect themselves from a potential Gov Brady. However, there was a race for Cook County Assessor that mobilized a lot of workers to get out the vote for Berrios. Cook overperformed turnout expectations leading to Quinn's narrow victory.

He could beat Quigley in a three-way race. I believe U.S. House is the only race he can run in Illinois, he can't run for governor, lieutenant governor, etc.

If he ran as an Independent, he'd take a lot of black votes away from Quigley. Black Illinoisans, especially black Chicagoans loved Blagojevich.
