It was also a caucus then, not a primary.

Anyway, he won't be in the race when it votes this time.

This is going to be another party-run "primary" like the North Dakota one. Polls will only be open from 10am to 4pm. I'm not entirely sure how many voting locations there will be, but from the Kansas Democratic Party website, it seems like there will just be one in each of the 40 state senate districts. So turnout again should be low compared to a free and fair election.

That said, even if Sanders does not drop out anytime soon, Biden will likely have already hit a majority of delegates by the time Kansas votes.
