After the Cuban refugee riots that nearly derailed his political career, which Clinton squarely blamed on the Carter administration, it’s pretty likely he and Hillary voted for Ted Kennedy in the primaries. It’s possible they still don’t get along with Carter, since he admitted he voted for Sanders in 2016 even though GA went heavily for Hillary (much like the Clintons probably voting for Kennedy in AR, a state that went overwhelmingly for Carter in the primary).
