Cruz seems to be establishing himself for 2024, in which case the party could see him as a sacrificial lamb. The new generation of leaders is probably holding off until the time is right.

Barring some major change, Pence and Haley will definitely run. The next most likely to run are Cruz and DSantis. Next would be maybe Cotton but more likely we will see some random businessmen or congressmen fill out the field.
