The more radical parts of his agenda probably wouldn't pass in congress.  He might be able to get congress to adopt his free silver policies.

In foreign policy, he actually might have America go to war with Spain, considering he strongly supported the war at the time.

Bryan was pro-war with Spain, but anti-imperialist. He'd probably grant the Philippines their independence soon after the war, avoiding that horrible conflict.

To answer anything else, though, the make-up of Congress would have to be determined.

It would help to know what changes to cause him to be elected in 1896 and that could be a big factor in what he does and how politics evolves going forward.

Then Teddy Roosevelt and FDR wouldnt have been elected Prez. Due to fact McKinley's assassination sparked Teddy's presidency. There would have been a new Labor Leader emerge, with Joseph Kennedy's help, and Robert Kennedy,  instead of John could of been Prez in 1960.

Also, Robert Todd Lincoln was ready to serve as Prez, likewise, Hughes, instead of the Harding, Hoover and Coolidge administrations, and perhaps Jay E Hoover doesnt become FBI director,  since Coolidge appointed him
