After primaries where Democrat and Republican voters look for a new primary format that will try and give an equal chance to states of being important or viable, a new idea pops up.

I propose a new concept called the G.R.O.U.P. Plan, which stands for Graduated Rotating Order of US Primaries. This concept will divide states and territories into groups. The idea is as follows: each group will have a number of states and territories with Electoral Votes equal to or less than those of the largest state (in this case, it would be California). For this matter, territories will be given the DC clause and get 3 EV as if it voted in Presidential Elections.

Each group (11) would vote during a defined week which will be rotated every primary year. Big states will always vote on a certain day and smaller states and territories can pair up to hold their contests on the same day or throughout the primary weeks.

The primary weeks would be as follows:

PW1: first week of Jan
PW2: third week of Jan
PW3: last week of Jan
PW4: second week of Feb
PW5: fourth week of Feb
PW6: first week of Mar
PW7: third week of Mar
PW8: fifth week of Mar
PW9: second week of Apr
PW10: fourth week of Apr
PW11: second week of May


The groups would be as follows:

1: California
2: Marianas, Guam, American Samoa, Alaska, Hawaii, Washington, Oregon, Nevada, Utah, Idaho
3: Arizona, New Mexico, Colorado, Wyoming, Nebraska, Kansas, Oklahoma
4: Montana, North Dakota, South Dakota, Minnesota, Iowa, Wisconsin, Illinois
5: Texas, Arkansas, Louisiana
6: Missouri, Kentucky, West Virginia, Virginia, Maryland, DC
7: Florida, Georgia, Puerto Rico, Virgin Islands
8: Alabama, Mississippi, Tennessee, North Carolina, South Carolina
9: Michigan, Indiana, Ohio
10: Delaware, Pennsylvania, New York
11: Maine, Vermont, New Hampshire, Connecticut, Rhode Island, Massachusetts
