Picture Not Approved

What does Picture Not Approved mean in the gallery? How long does it typically take a picture to get approved? And does linking it still work?

I can see my non-approved picture on a thread using BBCode, but can others see it, too? Is this how it's supposed to work, or should it be blocked to all?
