The Daniel Patrick Moynihan Courthouse is hereby renamed the Daniel Patrick Moynihan-Michael J. Wells Building and is hereby designated the primary capitol building of Lincoln. The Moynihan-Wells Building shall henceforth be the permanent primary location of the Lincoln Council, offices of the Chancellor and the government, and offices of certain government subdepartments and agencies as set out by the government.

The Customs House building in Philadelphia is hereby designated the official gubernatorial residence of Lincoln and shall house the residence and offices of the Governor, the Offices of Lincoln Election Administration, and offices of certain government subdepartments and agencies as set out by the government. Office space shall also be set aside for the use of both Atlasian Senators from Lincoln to use as secondary in-region offices.

The Governor shall, from this point onwards, give a biweekly address to the Council, detailing their views on the business of the government and the council at that point in time, highlighting legislative accomplishments since the previous address, remarking on happenings within the region, and laying out hopes for the following two weeks. Each governor's first such address shall be their inaugural address, given on the first full Wednesday after their taking office, and addresses shall continue on alternating Wednesdays from that point onwards; excepting that there shall always be an address given on the final Wednesday ahead of a scheduled General Election for the Council, which shall be the Closing Address to the Council, highlighting its accomplishments and honoring its retiring members. After each Closing Address, the schedule shall again proceed biweekly from that point.

Lincoln Urban Tree Protection Act

A bill to protect trees located in urban areas

1. This bill shall apply to any trees located in an urban area that are older than 15 years, or that have a diameter bigger than 20 centimetres measured at a height of 1.40 metres from the ground

2. The full cutting of trees in any urban area in the region of Lincoln is hereby prohibited, except for what local regulations may specify

3. Whenever trees are required to be removed for construction or other purposes, they shall be transplanted instead

4. The prunning of trees is hereby prohibited in any urban area in the region of Lincoln, with the following exceptions:
-When minimum distances to electric power lines are not kept
-When tree branches obstruct the view of traffic lights or other traffic elements
-When tree branches create a risk for pedestrians or cars
-When it is necessary to keep the tree's health

5. The owners of trees located in urban areas shall be responsible for their maintenance and conservation. Municipalities and counties in Lincoln shall perform inspections to verify this every 2 years

6. Municipalities in Lincoln shall peform an inventory of trees in their urban area if they have not done so already. This inventory shall be updated every 10 years or more frequently

7. Sections 1-5 of this bill are enacted immediately after passage. Section 6 shall be enacted 2 years after passage

An Act

To repeal laws that attempt to hide and indirectly criminalize homelessness.

Section 1. Short title

This Act shall be cited as the “Ending Criminalization of Homelessness Act".

Section 2. Commission

(a) In general. —

There is hereby established a commission to be known as the "Homelessness and Law Enforcement Commission", hereinafter referred to as the “commission”.

(b) Purpose. —

The commission shall monitor compliance by states, counties, and municipalities with the requirements in Section(3) of this Act.

Section 3. Requirements

(a) In general. —

States, counties, and municipalities shall not be able to pass, nor enforce any existing codes or laws —

(1) that prohibit eating, lying, sitting, and sleeping on public property and sidewalks; (2) that prohibit offering free services to the homeless; (3) that prohibit panhandling; (4) that prohibit providing or distributing food to the homeless outdoors; (5) that prohibit resting or sleeping in campers or vehicles parked on public streets, if parking during said time is otherwise allowed; or (6) that prohibit supportive housing or shelters from being constructed.

(b) Stopping selective enforcement of laws. —

(1) Police departments shall be required to report to the commission on whether laws, including but not limited to loitering and vagrancy laws, are enforced on people who are homeless. (2) The commission shall determine whether the actions of an officer, officer, or department shall be considered misconduct relating to selective enforcement of laws to unequally impact the homeless. (3) The commission shall have the authority to perform administrative investigations and implement disciplinary measures or sanctions if necessary.

Section 4. Implementation

This Act shall take effect 30 days after passage.

Lincoln Motto Reform Act

WHEREAS it has been pointed out that Lincoln's motto is not grammatically correct in Latin

WHEREAS the people of Lincoln should be represented by a government that is capable of correcting its own errors

Lincoln hereby changes its motto to Veritas non potentia legem facit

The Legislative body shall amend this act until an agreeable, appropriate motto is decided upon.

This act shall take effect immediately upon passage.

An Act

To require school nurses and teachers to complete a yearly course regarding epilepsy and seizure recognition, action plans, and first aid in public schools.

Section 1. Short title

This Act shall be cited as the “Epilepsy and Seizure Awareness and Training in Public Schools Act".

Section 2. Requirements

(a) In general. —

Before the beginning of each school year, all school nurses and teachers who are employed by a public school in the region of Lincoln shall be required to complete, either online or in-person, the "School Nurses Training: Managing Students with Seizures" training course program provided by the Epilepsy Foundation and the CDC.

(b) Continuing education requirement fulfillment. —

The training course program required under this Act shall be credited towards a teacher's continuing professional education requirement.

Section 3. Effective date

This Act and the amendments made by this Act shall take effect immediately on the date of the enactment of this Act.

To expand the sales tax exemption to feminine care products and other necessary products.

Section 1. Short title

This Act shall be cited as the “Feminine Care Products Sales Tax Exemption Act".

Section 2. Sales Tax Exemptions

(a) In general. —

No sales tax levied by any state, county, or municipality in the region of Lincoln shall apply to disposable diapers, incontinence products, toilet paper, sanitary napkins, tampons or other similar items used for feminine hygiene.

(b) Conforming amendments. —

All sections of existing state, county, or municipality law that violate Subsection(2)(a) of this Act shall be repealed.

(c) Rule of construction. —

Nothing in this Act, or any amendment made by this Act, shall be construed to prevent or otherwise effect the levying of a regional sales tax that applies to the items listed in Subsection(2)(a) of this Act.

Section 3. Effective date

This Act and the amendments made by this Act shall take effect immediately on the date of the enactment of this Act.

Hospital Relief Bill

This bill will establish an emergency fund of $125 Billion for hospitals in the Lincoln Region. It will also aim to keep struggling rural hospitals open for the next five (5) years due to the threat of COVID resurgences despite any financial insolvency.

Section I – Definition

A. Hospitals are defined as health care institutions where patients receive medical treatment. Hospitals may include specialized staff as well as emergency departments and intensive care units.
 
B. Rural hospitals are defined as those hospitals located outside of urbanized or suburban areas, and those in areas with typically less than 2,500 inhabitants.

C. Rural hospital closures are defined as rural hospitals which have severely reduced the capacity and scope in patient treatment.

D. Abandoned rural hospitals are rural hospitals which have ceased all operation entirely and are thus shuttered.

Section II – Emergency Fund

A. The Lincoln Council will establish an emergency fund of $100 Billion to be granted to Lincoln hospitals.
 
B. These funds will be administered in the Department of Health and Human Services.
C. There will be established an Inspector General’s office which will provide accountability and oversight.

D. These funds must be used towards patient care and maintaining staff, equipment, and other costs.

E. These funds are not authorized to be used towards increasing salaries of hospital executives.

F. These funds are not authorized to be used towards paying utility bills unless otherwise necessary. What constitutes as necessary will be at the discretion of the Inspector General.

Section III – Rural Hospital Subsidies

A. The Lincoln Council will establish an emergency fund of $25 Billion to subsidize the expenses of rural Lincoln hospitals which are identified to be nearing financial insolvency or bankruptcy.

B. These subsidies will be administered in the Department of Health and Human Services.

C. There will be established an Inspector General’s office which will provide accountability and oversight.

D. The Lincoln Council will subsidize the expenses of these identified hospitals until June 1, 2025.

E. These subsidized expenses include personal protective equipment (PPE hereafter), expenses associated with hiring new staff, as well as power and water utility costs.

F. These subsidized funds will not be used for abandoned rural hospitals which have been closed for more than five years or have closed before May 1, 2015.

G. Abandoned hospitals closed after May 1, 2015 may be eligible to be reopened on a temporary basis using subsidies. This decision will be at the discretion of the Inspector General.

Section IV: Implementation

A. This law shall take effect two weeks after being signed by the governor
