Will Trump's middle-class tax cut plan be unveiled during the SOTU address?

On late January, Donald Trump said he would unveil a middle-class tax cut plan in the next 90 days, before the 2020 election. Could he take on the occasion during his State of the Union Adress tonight to unveil such a plan or later?

Yeah, probably, although "middle-class tax cut" in this context is almost certainly referring to the more-affluent segments of the middle class. People with stable-but-not-lucrative pink-collar and desk-jockey jobs will be hung out to dry as usual.
